so the intense of the connecticut redistricting plan in that case was to create districts that were safe for democrats and republicans. and so the idea was, it was -- say 50% democratic state, 50% republican state, that if you -- they drew districts that would be 50% -- half the districts might be democrat. half the districts would be republican, and as a result,y would get a politically fair outcome. right? it would also mean, though, that you wouldn't have a lot of competition between the districts, or within the districts. the court looks at those lines and said, a bipartisan gerrymander of that bill is constitutional. despite the fact that it might lead to lower competition. now, bipartisan gerrymander is, of course, differ than partisan gerrymanders. you might think, a bipartisan gerrymander is okay but a partisan gerrymander if it strategically packs your opponents into a few districts and spreads your supporters among many would be unconstitutional and the supreme court in 1986 said, yeah. maybe. all right. that in a case which dealt with a gerrymanderer of the geriatrics district

the book called college, what it was, is, and should be, which andy was interviewed about on connecticut public radio yesterday, if any of you happened to hear it. most prominently, he is known for his great biography of her man melville. it is on my short list of biographies to model if you are trying to do a biography about a model e also wrote the book called the death of satan, which is a book about american culture in civil wary roux. he edited the portable lincoln, et cetera, et cetera and commonly writes for the new york review of books. gather gallagher is professor of the american civil war at the university of virginia. he taught for years at penn state before going to uva gary grew up in colorado and california. he went to graduate school at texas. i don't know what it is but maybe the texas hook that makes the neoconfederates think he ought to be one of them until they find out he is not. for years, he i had edited a series with the university of north carolina press which has produced some of the best books we have about the civil war era. several of which he wrote himself.
